What should be done with ‘legal highs’?

The European Commission proposed on September 17 to strengthen the European Union’s ability to respond to ‘legal highs’ – new psychoactive substances used as alternatives to illicit drugs such as cocaine and ecstasy. “’Legal highs’ are mushrooming on the market with a great speed,” says a spokesperson for the European Commission. However, designer drugs know no borders and besides the risks haven’t been fully assessed so far. “We need to step up our response to be able to protect consumers, and especially the younger generation, who might not be really aware what they are taking.”
